Who calls us in Bulgaria

Four kinds of buyer, one recurring problem: a leadership gap opening at the exact moment the business cannot carry one.

CFO or finance director

Your Bulgarian entity lost finance leadership during the euro changeover. The reporting deadlines did not move.

Foreign owner or parent company

You own a Bulgarian operation and its leadership structure has not kept pace with what 2026 asks of it.

BPO or shared services leader

Your centre has grown in revenue faster than in leadership depth. The work got harder. The structure did not.

PE investor or family business owner

A portfolio company post-close, or a founder-led business reaching its first succession. Both need leadership the business has never had.

Les situations pour lesquelles les entreprises font appel à nous

Euro transition finance gap

Bulgaria’s eurozone entry brought a fixed compliance calendar: dual pricing through August 2026, revised reporting, treasury restructuring. Many finance functions lost their leader exactly when the pressure peaked.

CE Interim deploys an interim CFO with direct currency-transition and multi-entity reporting experience, holding treasury, compliance and parent reporting while the permanent search runs.

The transition proceeds. Compliance never slips.

Services operation outgrowing its leadership

Your BPO or shared services centre now handles more complex work than the model it was built on. Escalations rise. The client notices before you do.

CE Interim deploys an interim COO who rebuilds the leadership layer around the work you actually do now, and installs delivery governance to match.

The centre keeps running. The structure catches up.

Sudden departure in a foreign-owned subsidiary

Your CEO or CFO in Sofia leaves mid-quarter. The parent sits in Frankfurt, Amsterdam or London. A permanent search takes months the local operation does not have.

CE Interim deploys an interim executive within days, fully empowered, holding both the role and the relationship between the local team and the parent.

The seat is filled before it becomes a problem upstream.

First 100 days after acquisition

A Bulgarian company has just changed hands. The thesis is clear. Reporting is informal, cash visibility is weak, and the clock is already running.

CE Interim deploys an interim CFO or COO at investor tempo: reporting cadence installed, EBITDA levers identified, lender relationships held directly.

L'investisseur y gagne en visibilité. L'entreprise prend de l'élan.

First-generation succession

The founder is stepping back. No successor is ready. Twenty-five years of client and supplier relationships sit with one person and transfer to no one automatically.

CE Interim deploys an interim managing director who holds the business through the transition and builds the governance the next leader can actually use.

Enterprise value is protected. The handover is controlled.

Industrial site underperforming

Output is missing target. Cost structures are opaque. The parent wants a credible recovery picture this quarter, not next.

CE Interim deploys an interim COO or plant manager with direct turnaround experience to stabilise production and rebuild cost discipline.

Output recovers. The real cost base becomes visible.

The Bulgarian market, right now

Bulgaria joined the eurozone on 1 January 2026, replacing the lev after nearly two decades of EU membership. For companies operating here this is not a distant policy event. It is a live compliance calendar — dual price display through August 2026, revised reporting obligations, treasury restructuring — landing on finance functions that were rarely built for it.

The political backdrop shifted at the same time. The April 2026 election produced the first single-party parliamentary majority since 1997, ending a five-year run of short-lived governments and eight elections. For foreign owners who had learned to price political uncertainty into every Bulgarian decision, the planning horizon has changed.

Bulgaria’s largest sector is changing shape too. The sourcing and shared services industry, second-largest in Southeast Europe, has plateaued in headcount while revenue keeps climbing. Employment grew 0.2% in 2024 after two years of rapid expansion. The work is becoming more complex faster than the leadership model is adapting.

The cost advantage that brought many investors here is compressing. Bulgarian labour costs remain the lowest in the EU, but they rose faster in 2025 than anywhere else in the euro area. What is left is a market with real complexity, a genuine executive shortage, and no established local interim infrastructure to absorb either.

Au-delà des frontières. Au-delà des cultures. Un seul partenaire responsable.

Most mandates that reach Bulgaria do not begin there. A German group manages a Sofia services centre from Munich. A Dutch holding company owns a Bulgarian entity from Amsterdam. A London fund acquires a Bulgarian business with operations across Southeast Europe.

The decision is made elsewhere. The execution happens here. The gap between what the parent expects and what the local operation delivers is where mandates fail.

CE Interim closes that gap through one accountable partner. Not a local agency working to a remote brief. Not a coordinator passing the mandate down the chain.

The same partner who takes the call in London or Frankfurt manages the execution in Sofia. One brief, one standard, one point of accountability across both ends.

What makes that possible is not geography. It is the ability to operate in both business cultures at once: to understand what a Western European parent company expects in a board pack, and what a Bulgarian management team needs in order to deliver it. That is what CE Interim means by cross-border execution.

The corridor runs both ways: an international owner reaching into a Bulgarian operation, or a Bulgarian business scaling across the region. One partner owns the whole route.

Quand le recours à une direction intérimaire est la bonne solution, et quand ce n'est pas le cas

Interim management is not consulting, and it is not recruitment. An interim executive takes the role itself – CFO, COO, managing director – with full line authority, a defined mandate and an agreed end date. They are not advising the person in the seat. For the duration of the mandate, they are the person in the seat.

In Bulgaria this distinction still needs stating, because the category is newer here than in Western Europe. There is no Bulgarian interim management association, no published rate benchmark, and the firms most visible in the leadership market are executive search firms that list interim as a secondary service. Many Bulgarian buyers meet the model for the first time through an international parent company that has already used it elsewhere.

Interim leadership is the right answer when the situation is specific, the outcome is defined, and the delay of permanent recruitment costs more than the mandate. A compliance deadline does not wait six months. A services centre that has outgrown its leadership cannot let delivery slip through a long hiring process. An acquisition with a hundred-day plan needs a finance leader on day one, not day sixty.

It is not the right answer when the role needs institutional continuity, long-term local relationship building, or a permanent presence in the market. The distinction matters because the mandate structure determines everything: a defined outcome, a fixed timeline and clear success criteria agreed before day one. With those three in place, an interim executive moves at the speed the situation demands. Without them, even the strongest executive loses weeks establishing what they are there to do.

Not recommended in Bulgaria for line management roles

In Bulgaria, engaging a manager on a civil contract for a line leadership role can be reclassified by the National Revenue Agency as an employment relationship, with backdated social security liability. A structured interim engagement does not carry that exposure.

Mandats sélectionnés

Les coordonnées du client ne sont pas divulguées, conformément à un accord.

Chef d'exploitation de transition

CE Interim deployed an Interim COO who rebuilt the leadership layer around the new work complexity and installed a delivery governance framework aligned to the client’s standards.

CE Interim deployed an Interim COO who rebuilt the leadership layer around the new work complexity and installed a delivery governance framework aligned to the client’s standards.

Escalation rates fell sharply within 90 days. The client proceeded with the planned scope extension. The permanent operations director inherited a stable, documented model.

Directeur financier de transition

A Western European-owned subsidiary lost its finance director in the first quarter of 2026, during the dual-currency transition. Reporting obligations to the parent had changed, treasury processes had not been updated, and no senior finance leadership remained to manage either.

CE Interim deployed an Interim CFO within days, matched for currency-transition compliance and multi-entity CEE reporting. The mandate covered treasury restructuring, compliance through the transition calendar, and the reporting relationship with group audit.

All transition obligations were met on schedule. Group audit received clean reporting throughout. The permanent CFO inherited a documented, compliant function with no open exposure.

Directeur général par intérim

A private equity fund acquired a Bulgarian industrial business with regional operations. Founding management remained in place, but governance and reporting were incompatible with investor requirements, and the incoming permanent CEO was still serving notice.

CE Interim deployed an Interim Managing Director within two weeks of close, covering management reporting, cash visibility, lender relationships and stabilisation of the senior team through the ownership change.

The investor had full operational and financial visibility within 30 days. The permanent CEO stepped into a stable business with functioning governance already in place.

Directeur général de transition

A first-generation family business, founder-led for over 25 years, reached succession with no internal candidate ready. Key client and supplier relationships were personal and undocumented. A sale process had begun and would run 12 to 18 months.

CE Interim deployed an Interim CEO who took full operational leadership, formalised commercial relationships into documented structures, and built a governance framework a buyer or successor could step into.

Key relationships were retained through the transition. The business entered the final stage of the sale with documented operations and no dependency on the founder’s presence.

The roles we deploy for Bulgarian operations

Ordered by mandate frequency in Bulgaria. Every role deployed for a defined outcome, not an open-ended seat.

Directeur financier par intérim

Financial control, treasury and reporting leadership. Deployed when the euro transition exposes a finance gap, a CFO departure leaves a subsidiary unsupervised, or an investor needs credible reporting fast.

Directeur général par intérim

Full business leadership through vacancy, transition or succession. Deployed when a founder steps back without a successor, or the top seat cannot stay open while permanent recruitment runs.

Directeur général par intérim

Country-level leadership of a Bulgarian entity. Deployed when a foreign-owned operation needs an empowered leader who can hold both the local team and the parent company’s expectations.

Directeur des opérations par intérim

Operational leadership and transformation on the ground. Deployed when a services centre or industrial site needs delivery stabilised and the operating model rebuilt at the same time.

Directeur d'usine par intérim · Directeur de site

Manufacturing and site leadership. Deployed when a Bulgarian industrial site needs performance recovery, cost visibility or leadership continuity through structural change.

Directeur intérimaire de la chaîne d'approvisionnement

Supply chain stabilisation and resilience. Deployed when a Bulgarian operation faces supply disruption or a restructuring of its supplier network.

Directrice des ressources humaines par intérim

People leadership and organisational change. Deployed when a workforce is being restructured or reshaped and needs dedicated senior HR ownership alongside the operational lead.

Directeur de la transformation par intérim · Responsable PMI

Programme leadership for operating model change. Deployed when a change runs across multiple functions or sites and needs one owner with full authority.

Industries we serve in Bulgaria

Des cadres qui connaissent déjà bien le fonctionnement de votre secteur d'activité.

BPO, IT Outsourcing and Shared Services

Bulgaria’s largest interim leadership market. The sector is shifting from volume to value, and the leadership model that built these centres is no longer sufficient for what they have become.

Financial Services and Subsidiary Finance

The 2026 eurozone entry created a compliance event for every finance function in the country. Reporting revisions, treasury restructuring and audit obligations arrived at once.

Private Equity and Investor-Backed Businesses

An active local PE market is professionalising portfolio companies at pace. Interim CFOs and COOs installed at acquisition are the most consistent need.

Manufacturing and Industrial Operations

An established Western European investor base continues to build Bulgarian production capacity. Leadership continuity and site performance are the recurring pressure points.

Family Business and Owner-Managed Companies

Bulgaria’s entrepreneurial base is predominantly first-generation. Founders are reaching succession for the first time, with no internal precedent and often no successor ready.

Technology and Digital Services

Sofia is one of Southeast Europe’s leading tech hubs. As these companies scale, governance and operational leadership gaps open faster than permanent hiring can close them.

Questions we get asked about interim management in Bulgaria

Comment fonctionne CE Interim ?

CE Interim presents partner-assessed candidates within 72 hours of the first briefing call. In genuine urgency situations – a finance leadership gap against a compliance deadline, a post-acquisition gap with a hundred-day clock running – an executive can be on site within days. The 72 hours covers briefing, candidate assessment and profile presentation, not just a database search. Most mandates start within one to two weeks of first contact.

The same CE Interim partner who took the first call stays directly involved throughout. There is no handoff to a junior account manager. The partner reviews progress, stays close to any complications, and oversees the final handover to permanent leadership.

Every mandate is scoped with a defined exit from the start. The interim executive prepares a structured handover covering decisions taken, processes documented, relationships transferred and open items resolved. The goal is to leave the business stronger and independent of the interim’s presence. Clean exit is part of the mandate, not an afterthought.

Yes. CE Interim mandates are structured around the outcome, not a fixed time commitment. If the situation resolves ahead of schedule, the mandate closes early with a clean handover. There is no lock-in.

Coûts et publicités

No verified public day-rate benchmark exists for Bulgaria. The interim management market here is not yet mature enough to have published industry data, and we will not quote a figure we cannot stand behind. CE Interim charges a transparent flat daily rate, agreed before the mandate begins and scoped to the role and its complexity. The more useful comparison is total cost: no recruitment fee, no notice period, no onboarding lag, no severance risk, no employer social contributions.

A single flat daily rate agreed in one conversation before anyone starts work. No hidden placement fees, no percentage of salary, no success bonuses, no ongoing retainer. Commercial terms are confirmed in writing before the engagement begins.

For time-bounded situations, consistently yes. Executive search typically runs four to six months and commits you to a permanent salary from day one. Interim fills the gap within days at a mandate-scoped cost with no long-term obligation. The two are not really competitors – interim covers situations a permanent search cannot reach in time, and the search often runs in parallel.

Yes. Confidentiality is the starting point, not something a client has to ask for. CE Interim operates under mutual NDA from the first conversation. This is why no client names, company details or mandate specifics ever appear in our published content.

Quand nous contacter

Bulgaria joined the eurozone on 1 January 2026, and the changeover brought a defined compliance calendar with it: dual price display through August 2026, revised reporting obligations, and treasury restructuring for operations that held lev accounts. Organisations that lost a CFO or finance director during this period, or whose existing finance leadership was not built for the workload, need senior finance capability faster than a permanent search can deliver it.

When the situation needs a decision-maker in the line role, not a recommendation on paper. An interim executive holds the authority and owns the outcome. A consultant advises and reports. For a compliance gap, an operational turnaround, a succession bridge or a post-acquisition first hundred days, execution is the gap – and interim is the answer.

Yes. Vacancy bridging is one of our most common mandate types across the region. A partner-assessed interim CEO or CFO can be on site within days, holding the role with full authority while the permanent search runs in parallel. The local operation keeps moving and the parent company retains confidence throughout.

Yes. CE Interim deploys interim CFOs and COOs who work at investor tempo: reporting cadence installed in the first weeks, cash and EBITDA levers identified early, lender and co-investor relationships managed directly, and the operational platform built in parallel with the investment thesis.

Yes. Bulgaria’s family business base is predominantly first-generation – founders who built businesses after 1989 are now reaching succession with no internal precedent and often no successor ready. CE Interim deploys interim managing directors who hold the business through the transition, maintain client and supplier confidence, and build the governance structure the incoming leader can actually use.

Yes. Bulgaria’s sourcing sector is shifting from headcount-led growth to higher-value, more complex delivery. The leadership model that built many of these centres is no longer sufficient for what they have become. CE Interim deploys interim COOs and operations leaders who have run exactly this shift: stabilising delivery, rebuilding leadership layers, and installing the governance the next stage requires.

Les rôles que nous déployons

An interim CFO holds full financial leadership on a mandate basis – reporting, treasury, audit management and compliance. Bulgarian operations most often need one during the euro transition, after a sudden CFO departure, following a PE acquisition when investor-grade reporting is not yet in place, or when a subsidiary’s finance function needs rebuilding quickly. The interim CFO carries line authority from day one. They are not an advisor sitting beside the finance team.

An interim COO holds operational leadership across delivery, team structure and client relationships. In Bulgaria’s sourcing sector the need is usually not crisis but transition — from a model built for volume to one built for value. The interim COO assesses the current operating model, rebuilds leadership layers, and installs governance that matches the business’s actual complexity.

An interim MD holds full country-level leadership of a Bulgarian entity: managing the local team, maintaining commercial relationships, and acting as the empowered point of contact between the operation and its international parent. Most commonly deployed when a subsidiary lacks senior local leadership during a transition, an acquisition or a succession event.

Yes. In a succession situation the interim CEO holds full operational leadership while the transition is prepared – formalising client and supplier relationships that were previously personal, building the governance structure, and ensuring the business does not remain dependent on any one individual’s presence.

Mandats transfrontaliers

Yes. Most CE Interim mandates in Bulgaria have an international dimension – a parent company in Western Europe managing a Bulgarian subsidiary, or an investor overseeing a Sofia-based portfolio company. One partner leads both sides under one brief and one quality standard. There is no handoff to a separate local firm and no gap in accountability between the parent and the operation.

CE Interim covers the established corridor between Bulgaria and its principal investor countries — Germany, Austria, Italy, the Netherlands and the United Kingdom – as well as the wider CEE and Balkans region. Through the Valtus Alliance the same relationship extends across 30+ countries. If a mandate starts in Sofia and reaches into Warsaw, Bucharest, Dubai or New York, one partner manages the whole corridor.

CE Interim confirms language capability as part of every candidate assessment. Executives deployed into Bulgarian mandates with a cross-border dimension are matched for their ability to operate in English at parent-company level and to function effectively inside the Bulgarian business environment at the same time. That cultural fluency is what makes cross-border execution work in practice.

Yes. CE Interim deploys executives who understand both the investor’s expectations and the specifics of operating in Bulgaria, including what eurozone membership changes for a new entrant’s finance and reporting setup. The same partner who manages the investor relationship manages the execution on the ground.

Bulgaria and the Bulgarian market

No. There is no dedicated Bulgarian interim management association. The market is developing rather than mature: executive search is the dominant category and interim management is still establishing itself as a distinct discipline. This is one reason CE Interim’s Valtus Alliance membership and cross-regional track record carry more weight here than local credentials – there is no local credentialling body to defer to.

Bulgaria became the eurozone’s 21st member on 1 January 2026, replacing the lev at a fixed rate of 1.95583 to the euro. Dual price display runs through August 2026. For businesses, this means revised financial reporting requirements, treasury restructuring for lev-denominated operations, and audit and compliance obligations that many finance functions were not fully prepared for when the transition began.

It is the second largest in Southeast Europe after Romania, generating €5.4 billion in revenue in 2023 according to AIBEST, and employing over 105,000 people across more than 830 companies. Employment growth has flattened while revenue continues to rise – a signal that the sector is moving from volume-based to value-based delivery. Sofia accounts for the majority of activity, with Plovdiv and Varna as secondary hubs.

Yes. 75% of Bulgarian employers report difficulty finding suitable candidates, the highest rate among six Southeast European countries surveyed by ManpowerGroup in 2025. The shortage is sharpest in IT, engineering and senior operations roles. At the same time labour costs are rising faster in Bulgaria than anywhere else in the euro area – up 13.1% in 2025 – compressing the cost advantage that originally attracted many foreign investors.

Article 1(2) of the Bulgarian Labour Code establishes that any relationship involving the provision of labour force is an employment relationship, regardless of what the contract is called. The National Revenue Agency and the General Labour Inspectorate apply a substance-over-form test and can reclassify a civil contract as disguised employment, with backdated social security contributions, tax penalties and potential reinstatement claims for the company. A line leadership role carries this exposure by its nature. A structured interim engagement through a provider does not.

BPO, IT outsourcing and shared services; financial services and subsidiary finance; private equity and investor-backed businesses; manufacturing and industrial operations; family business and owner-managed companies; and technology and digital services. In each case, CE Interim matches executives with direct sector experience rather than generalist leadership profiles.

La solution provisoire face aux autres options

A consultant analyses, advises and produces recommendations. An interim manager takes the line role, holds the authority and delivers the result. In Bulgaria, where the two are sometimes treated as interchangeable, the distinction matters most in time-bounded situations: a compliance gap, a post-acquisition leadership need, an operational turnaround. When execution is the gap, a consultant cannot fill it.

Executive search fills a permanent role over four to six months. Interim management fills a specific situation within days. The two often run in parallel rather than in competition. When a CFO leaves against a compliance deadline, a services centre needs an operational leader, or a family business reaches succession, there is no time to wait for a permanent appointment. CE Interim covers the gap while the search runs.

The most visible providers in Bulgaria’s leadership market are executive search firms that list interim management as a secondary line. Interim management is CE Interim’s primary discipline, supported by the Valtus Alliance network, a global executive bench and a partner-led process built specifically for mandate delivery. The difference shows in match quality, speed, partner oversight throughout the mandate, and the ability to run both sides of a cross-border engagement.
