The Montenegrin market, right now

Montenegro is absorbing international capital faster than it can staff the results. Branded hotels and mixed-use developments are opening. Logistics infrastructure is being built. Renewable energy projects are moving from auction to construction. What has not scaled at the same rate is the pool of senior executives available to run any of it.

The constraint is structural, not cyclical.
