The Finnish market, right now

Finland’s industrial economy is running two contradictory programmes at once. The legacy forest-products sector is in active contraction. Major mills are closing, change negotiations are underway across large employers, and site leadership is managing an end rather than a beginning.

At the same time, defence and advanced manufacturing is expanding faster than at any point in recent memory. Contract manufacturers are repurposing legacy automotive plants for armoured vehicle production. Defence suppliers are enlarging factory footprints. Order books are growing faster than operational leadership can be built internally.

Restructuring itself has become faster. Since July 2025, Finland’s statutory change negotiation periods have been cut in half, from six weeks to three weeks and from fourteen days to seven, depending on scale. Decisions that once had a natural pause built into them now move at close to commercial speed.

Finland’s 2024 national ownership-transition survey found 24% of owners aged 60 and above planning a family succession, up from 19% three years earlier. From January 2026, raised inheritance and gift tax thresholds made those transitions more accessible, accelerating decisions many owners had deferred.

Finland and the Finnish market

Finland’s market, known locally as vuokrajohtaja or interim-johtaja, is developing rather than mature. The concept is understood by senior buyers but has been less widely adopted. Most Finnish providers are executive search or staffing firms offering interim as a secondary service. Interim-first providers with genuine cross-border capability are few.

The Act requires formal change negotiations before significant workforce decisions. Since 1 July 2025 the minimum negotiation periods have been halved, from six weeks to three weeks and from fourteen days to seven, depending on scale and headcount. The threshold for full application also rose from 20 to 50 employees. Restructuring now moves faster, which raises rather than lowers the need for experienced leadership in place from the start.

From 1 January 2026, the inheritance tax-free threshold rose from €20,000 to €30,000, and the gift tax-free threshold rises from €5,000 to €7,500 over a three-year window. Succession relief, a long-standing mechanism allowing deferred interest-free payment, was extended to cover minor heirs where a guardian continues the business. Together these have accelerated transitions many owners had deferred.

Most run between three and twelve months depending on the situation. Vacancy bridging and acute restructuring mandates often compress into three to six months. Succession bridging, post-merger integration and capacity scale-up mandates typically run nine to twelve months, sometimes longer where the handover itself is the deliverable.

No. Unlike Germany with DDIM or France with AIMP, Finland has no dedicated industry body setting quality standards, publishing market data or certifying interim managers. Provider selection therefore depends more on track record, network depth and the quality of the partner relationship than it does in more regulated markets.
