The Serbian market, right now

Serbia holds the only investment-grade sovereign rating in the Western Balkans. S&P confirmed BBB− in March 2026, Fitch holds BB+ with a positive outlook, and foreign direct investment reached a record €5.1 billion in 2024. On current projections Serbia reaches parity with Croatia in nominal GDP this year and becomes the largest economy in Southeast Europe by 2027.

All three rating agencies referenced domestic political volatility in their most recent reviews, and Moody’s moved its outlook from positive to stable in February 2026. This is the detail most foreign buyers discover late, and it is the single biggest practical difference between deploying an executive into Serbia and deploying one into an EU member state.
Since 1 February 2024, foreign nationals who intend to live and work in Serbia must hold a unified permit (jedinstvena dozvola), a single biometric card combining residence and work authorisation under the amended Law on Foreigners. There is no longer a separate work permit. The application runs through the state Foreigners Portal and requires coordination between the employer, the National Employment Service and the Ministry of Interior. Processing typically takes four to eight weeks, and a procedural misstep, such as submitting the labour market test out of sequence, can force the process to restart.
Three points matter for interim mandates specifically: The 90-day threshold. A foreign manager or company representative does not require a unified permit if they will not reside in Serbia longer than 90 days within any 180-day period. Shorter mandates can be structured within this window. Most six-to-twelve-month mandates cannot. The route determines the timeline. The permit is issued on six grounds. Intra-company transfer from a foreign parent and posted-worker assignment from abroad are both available routes, and both are exempt from the full labour market test that applies to standard employment. Choosing the correct ground at the outset is what determines whether a deployment takes weeks or months. Structure it before you need it. Since 1 February 2024, foreign nationals working in Serbia need a unified permit (jedinstvena dozvola), a single biometric card combining residence and work authorisation, issued for up to three years. The main exception is a manager or company representative staying no more than 90 days within any 180-day period. Since most interim mandates run longer, the permit route should be planned from the first briefing.

No. There is no national interim management association for Serbia. The nearest regional body covers Croatia, Slovenia, Bosnia and Herzegovina and Serbia together. There is no Serbian equivalent to Germany’s DDIM. In practice this means no published market-size figures, no day-rate benchmarks and no association-level standards, so buyers should verify a provider’s credentials, partner involvement and mandate track record directly.

No Serbia-specific published data exists.
