Italy is carrying three pressures at once, and each one forces a leadership decision on a fixed timeline.
The first is debt. State-guaranteed loans issued under SACE’s Garanzia Italia programme are maturing through 2028 and 2029. Business-crisis procedures rose 29% in the first half of 2025.
