What is an Interim COO?

An Interim COO is an experienced operations executive appointed for a defined period to take control of execution across the whole operating business. The mandate covers production, supply chain, quality, planning and the site leadership teams, with authority over functions that would otherwise report separately.

Companies appoint an Interim COO when the strategy is agreed and the business still cannot deliver it, when a problem spans several sites or functions, or when operational leadership is missing at the level between the sites and the board.

An Interim COO is appointed because the failure is between the functions, not inside any one of them.

Production blames planning, planning blames procurement, procurement blames the forecast. Each function is defensible on its own terms and the business still misses its commitments.

Several sites are underperforming in different ways

One plant has a quality problem, another has a delivery problem, a third has both. Group has visibility of the symptoms and no operational leadership close enough to act on the causes.

A plant-level appointment has hit the limits of its authority

A site leader was appointed, did the job, and reported back that the causes sit upstream in procurement terms, planning assumptions or logistics routing. The mandate needs to escalate rather than be replaced.

Not every operational problem requires COO-level authority. The determining question is whether the failure sits inside one function or one site, or whether it lives in the space between them.

Appoint an Interim COO when

When authority must cross functions or sites, but the direction of the business is not itself in question, an Interim COO is the appropriate appointment.

A COO is appointed and the problem was in one plant.

An expensive layer of authority arrives above a site that needed direct daily leadership, not coordination. The COO cannot be on the floor across shifts and the plant still lacks the presence it was missing.

A COO executes a plan that was never the right one.

Where the direction itself was the problem, operational authority delivers the wrong outcome efficiently. The business gets better at doing something it should have stopped doing, and the loss shows up a year later.

The mandate stops at the functions that already reported to operations.

Procurement, planning or logistics sit elsewhere on the organisation chart and stay there. The COO can see the cause and can only address the symptoms, which is exactly the position the plant manager was in one level down. 

Integration is sequenced backwards.

Systems, reporting and processes are integrated before the operation is stable. Forcing that order disrupts the very operations the synergy case depends on, and both the integration and the customer commitments are put at risk at the same time. Delivery and quality baselines have to be secured first.

What an Interim COO mandate should include

Production, supply chain, quality, planning and maintenance under one mandate, including where those functions report elsewhere on the organisation chart. A COO mandate that excludes the functions creating the problem repeats the failure it was appointed to fix.

Authority over site leadership.

The ability to assess plant and functional leadership teams, change roles where the structure prevents execution, and hold site leaders accountable to common standards.

Sequencing authority.

The right to decide what happens in which order, and specifically the right to delay a system, reporting or process change until the operation is stable enough to absorb it. This is one of the most consequential decisions in an integration or a transformation and it belongs to this seat. 

One operational picture.

Authority over definitions, cadence and reporting across sites, so that group receives a view of what the operation can actually do rather than a set of separately optimistic site reports.

How an Interim COO mandate unfolds

Every mandate is different. The sequence below describes a common pattern of establishing control across an operation, not a fixed methodology.

See the whole operation

On the sites, not in the reporting. Establish what each location is actually capable of and where the constraints genuinely sit, which is frequently not where the site reports believe. Meet the site leaders and the functional heads separately, and identify the immediate customer and delivery risk.

Establish one cadence

A single operating rhythm across sites and functions: common definitions, one performance view, fixed escalation, decisions taken in the room rather than deferred. Set a small number of priorities and stop the rest. This is where a multi-site mandate is won or lost.

31–90. nap

Address the structure

Change roles and reporting where the structure is preventing execution. Align planning, procurement and production to the same assumptions. Assess site leadership and act on what the assessment shows.

CE Interim structures mandates on a business-to-business basis, and the interim executive does not join the client as a permanent employee. The contracting party is a local entity or a regional hub depending on the country of intervention. Employment-status, tax, social-security and related obligations depend on the jurisdiction, the contracting structure and the circumstances of the mandate, so the engagement is structured for the country in which the work is performed. CE Interim operates through more than thirty entities across the Valtus Alliance.

Management cadence is established inside thirty days and the direction is locked from day ninety. Operational mandates commonly run nine to twelve months. Vacancy cover runs to the permanent appointment, typically six to nine months.

The engagement model is defined site by site. Multi-site mandates may involve several works councils, unions or other employee representation bodies, each operating under different local rules. The mandate therefore defines the executive’s authority, consultation obligations and communication route for each location before the executive starts.

All of it. Every mandate is delivered on site, and a multi-site mandate means a rotation across locations rather than a base at headquarters. Credibility in this seat is established at each plant separately, not through the group.

A deliberate handover. The operating cadence moves to the site and functional leaders, governance is documented, and the successor is briefed before the executive leaves.

When execution fails between the functions, no single function can fix it.
