The Lithuanian market, right now

Lithuania is moving faster than most European markets, and its government has made that speed official policy. The Green Corridor programme cuts the setup period for large manufacturing facilities from two years to six months, with a 0% corporate tax rate for up to 20 years on qualifying investment. Foreign staff working for a qualifying large investor are exempt from the standard work permit requirement, which removes one more source of delay.

The 2025 defence expansion of that programme has already landed. Rheinmetall broke ground on a €300 million artillery ammunition plant at Baisogala in November 2025, with line qualification through 2026 and ramp-up in 2027. Lithuania Defence Services, the KNDS and Rheinmetall joint venture at Jonava, is investing close to €50 million more and plans a Leopard 2 A8 assembly plant, with the state energy group EPSO-G taking a stake.

The constraint these investors hit is not capital or permits. It is leadership. A six-month site window does not accommodate a five-month executive search. The plant needs a site director before the first production run, not after.

Lithuania and the Lithuanian market

Lithuania has committed 5 to 6 percent of GDP to defence from 2026 to 2030, among the highest in NATO, and expanded its Green Corridor programme to defence investment in 2025. Rheinmetall broke ground on a €300 million ammunition plant at Baisogala in November 2025. Lithuania Defence Services at Jonava is investing close to €50 million more and plans a Leopard 2 A8 assembly plant. These facilities need operational leadership during commissioning that local recruitment cannot supply at the required pace.

The Green Corridor is a Lithuanian government fast-track that reduces the setup period for large manufacturing facilities from two years to six months, with a 0% corporate income tax rate for up to 20 years for qualifying investments. Its 2025 expansion covers defence manufacturing. Foreign staff working for a qualifying large investor are also exempt from the standard work permit requirement, which means an experienced executive from elsewhere in the EU can be placed without the usual permit delay.

Not in the sense the concept carries in Germany, the Netherlands or France. The closest literal translation, laikinasis vadovas, is used almost exclusively for an acting head of a state institution or company pending a permanent appointment. It does not carry the meaning of an external executive brought in to deliver a defined outcome. In Lithuanian business contexts the English term is used directly.

Not a national one. The professional body covering the category operates across Estonia, Latvia and Lithuania jointly from Estonia. It certifies and supports interim managers rather than serving client companies. The absence of a Lithuania-specific association reflects how recently the category has established itself here.
