The Dutch market, right now

The Netherlands runs one of the most internationally owned economies in the world. Inward direct investment stood at 4,946 billion euro at the end of 2024, around 436 percent of GDP, and foreign-owned companies employ close to one in five people in the Dutch business economy.

That ownership pattern changes what interim leadership is for. Many Dutch leadership gaps are not local hiring problems. They belong to a board somewhere else, and they land on an entity that has to keep operating while they are solved.

Private equity and family ownership sit underneath. Dutch buyout investors put 5.8 billion euro into 111 companies in 2024, mostly in the mid-market, where professionalisation comes before scale. Just under 300,000 family businesses provide more than 31 percent of Dutch employment, and succession pressure across that base is constant.

The constraint side is where the Netherlands differs from its neighbours. Labour has eased from its peak but stays tight. Grid congestion, permitting delays and energy costs hold back industrial investment even where demand is strong. And since enforcement of the Wet DBA resumed in January 2025, with fines possible from 2026, many companies stopped engaging self-employed managers directly. Structured interim mandates became the safer route, not the expensive one.

In the Netherlands, the people making a decision and the people executing it are often in different countries.

Ownership arrives from abroad. A US group governs a Dutch subsidiary. A German owner acquires a Dutch manufacturer. The board sits elsewhere, and someone has to run the business here while reporting there.

Operations reach outward. A Dutch manufacturer moves a line to Poland. A Rotterdam group builds distribution across Central Europe. The decision is Dutch, and the execution is not.

Both are the same problem: distance between the decision and the work.

Most providers solve half of it. Dutch boutiques know this market and stop at the border. International recruiters cross borders but pass the mandate down a chain until the person who took your call is no longer on it.

Dutch companies are comfortable with temporary senior leadership. The market has had a formal industry body since 1986, and appointments at directie and bestuur level are ordinary rather than exceptional. The question is rarely whether to use interim leadership. It is whether this situation is the right one for it.

Interim leadership fits when the outcome is defined, the timeline is fixed, and the person taking the seat has handled the same situation before. It does not fit when the role needs long-term relationship ownership or permanent market presence.

The structure of the mandate decides most of the outcome. A defined result, a clear end point and agreed success criteria let an interim executive move at the speed the situation demands. In the Netherlands that structure now carries a second benefit: it is also the structure that holds up under current contracting rules. Doing it properly and doing it compliantly turn out to be the same thing.

No material customer loss during the transition. The group received consolidated Dutch reporting from month two, and the permanent MD joined a documented business.

Interim CFO

A Dutch services business was acquired in a sub-25 million equity buyout. Finance ran on founder-era processes, reporting arrived late, and the investor had no reliable view of cash or margin by service line.

Dutch interim rates are quoted hourly rather than daily. Industry data from the Raad voor Interim Management puts the average bureau rate at 157 euro per hour in 2025, with a range from around 110 to 275 euro depending on role, seniority and mandate complexity. Executive-level mandates sit in the upper part of that range.

Both, depending on the mandate. English works at board and group level in almost every Dutch business, and around 90 percent of the population speaks it fluently. The dutch market and the alternatives

Yes. The Netherlands has had a formal industry body since 1986, publishes recurring market research on rates and assignment length, and has specialist providers across executive, functional and sector niches. Temporary leadership at directie and bestuur level is ordinary in Dutch business rather than exceptional.

 

Executive search fills a permanent role over four to six months. Interim management fills a specific situation within days. When a CFO leaves during an integration, a site transfer has a customer deadline, or an owner steps back without a successor, the search timeline does not fit. Interim covers the gap while the search runs.

 

A direct engagement leaves the client carrying the contracting risk under current enforcement, with no provider oversight and no structured mandate behind it. Dutch contracting and compliance

The Belastingdienst resumed enforcement against false self-employment on 1 January 2025 and fines became possible from 2026. Engagements are assessed on authority relationship, embedding in the organisation and entrepreneurial risk. Directly engaging a self-employed manager into an embedded line role carries correction and fine exposure for the client.

 

Every mandate is scoped with a defined outcome, a clear start and end point, agreed success criteria and partner oversight throughout. That structure evidences a genuine assignment rather than disguised employment. Where a client will not engage a self-employed manager at all, CE Interim can deploy on a secondment basis instead.

 

The VBAR bill was submitted to parliament in 2025 to clarify how working relationships are assessed. The 2026 coalition agreement then decided to replace part of it with a Zelfstandigenwet introducing separate tests for self-employment and working relationships. Neither is in force yet. Current enforcement continues under existing case law.

 

Yes. Where a client’s own policy or risk position rules out engaging a self-employed manager, CE Interim can structure the deployment as a secondment. The executive and the mandate stay the same. Only the contracting route changes.
