V skratke
Who holds authority between the announcement of a plant closure and the last shift? The Beko Poland plant closure poses that question. In September 2024, Beko Europe proposed ending production in Łódź and at its Wrocław refrigerator plant, affecting approximately 1,800 positions. In our judgement, three controls come first and stay fixed: one executive with site authority, a verified daily fact base and a fixed rhythm with the unions. The notice period then orders the customer plan with its quality gate and retention for the critical roles.
Background on the Beko Europe September 2024 announcement
Arçelik (75 per cent) and Whirlpool (25 per cent) combined their European appliance operations as Beko Europe in April 2024. On 5 September 2024, Beko Europe proposed to end operations at two sites. Łódź made cookers, dryers and plastic components. Wrocław made refrigerators.
Beko Europe described the plan as "a difficult but necessary step to secure the future of our operations in Poland". Production was due to stop by the end of April 2025. The last refrigerator left the Wrocław line on 7 April 2025. Reporting after the union agreements put the Łódź reduction at about 1,100 roles and Wrocław at about 700.
The Radomsko factory, the Wrocław cooking factory, the Łódź Shared Service Centre and the Warsaw commercial operation continue. In April 2025, Mefa agreed to take over the Łódź plastic components plant, which retains about 250 roles. Beko Europe did not name a receiving site for the discontinued cookers, dryers or refrigerators. Anything marked "our reading" or "our judgement" is the view of a CE Interim Partner.
Operational risks in a multi-site factory wind-down
The Wrocław cooking factory continues beside the closing refrigerator plant, offering a redeployment route but putting the final run's critical roles at risk. The Mefa transfer separates tooling, systems and shared services.
Three trade-offs run through the decisions. A short timetable lowers fixed cost but shortens the time to build stock. Generous retention terms keep skilled people but raise cash cost. Tight central control protects headquarters but slows the manager on the day.
Managing workforce retention during plant closure
Statutory severance in Poland is one, two or three months' pay, depending on service. On 30 October 2024, the Łódź unions and management agreed five, eight or twelve severance payments, plus a reward for attendance from November 2024 to April 2025. The question is not whether people leave on the last day. It is whether the best maintenance technicians and quality inspectors stay through month six.
The unions challenged the profitability case. Beko Europe said both plants had lost money since 2018. The executive needs a fact base both sides accept.
Maintaining customer supply during factory wind-down
The business outlet XYZ správy that Wrocław refrigerator output peaked above one million units a year. It fell to 360,000 by late 2024. Before the dismissal timetable is final, a Board needs three answers. Which product lines move, go to partners or end? What stock must retailers hold to cover the gap? Who owns each customer commitment?
Governance and decision-making structures
In our judgement, one executive holds authority for both closing sites, with a named deputy at each. The continuing sites keep their own cost centres and approval lines. A Mefa separation agreement covers tooling, system access and shared-service dependencies.
Three rules follow. The customer plan should normally set the closure date. The Board should normally fund critical roles first, unless liquidity forces another order. The site executive decides below an agreed spending limit, and headquarters decides above it.
Key operational indicators of plant closure risks
An announcement of this kind tends to create four signals. The site executive can track them from the first week.
- Reporting gap. Milestone reports show an on-track status while the underlying numbers move. Ask for the counts.
- Scrap gap. Sheet-metal coil consumption diverges from finished chassis output. That gap points to unreported scrap, so reconcile stock and scrap that week.
- Absence. Absence stays above an agreed threshold for two weeks. Set the threshold before the announcement, then review shift cover and retention terms.
- Resignations. Die-setters, maintenance technicians or quality inspectors resign. Retention terms reach them first.
Three signals in a fortnight go to the Group COO within 48 hours.
Establishing authority for factory closure management
Group leadership often asks the resident plant manager to run the closure, because that manager knows the site and the people. The difficulty is structural. The resident role exists to run the plant, while a closure needs different authority and reporting. Headquarters faces a parallel pull: when numbers become uncertain, tighter control feels prudent, yet extra approvals slow the plant.
A project office coordinates and the Group COO sets direction, but neither signs the site's spend. An outside executive carries no history with the plant's customers or workforce, so the Board can ask for hard decisions on severance and product exit. The cost is site knowledge and union trust, which resident deputies and an early union meeting offset.
Essential management controls for a factory wind-down
. Interim COO suits a closure across several sites with production transfer. An Interim CRO leads where creditor and liquidity pressure dominate. Authority, the fact base and the union schedule come first, because the statutory clock starts at written notice. The notice period then orders the customer plan and retention.
- Site authority. One executive, typically an Interim COO, signs site spend, severance and external communication. That executive reports to the Group COO or a restructuring committee.
- Daily reconciliation. Two named people weigh, log and sign off scrap, coil consumption and cash commitments every day. Headquarters and the plant can both trust that fact base.
- A fixed rhythm with the unions. Meetings follow a published schedule inside the statutory process. They cover outplacement, retraining and employment fairs, as Beko Europe reported with the district labour office.
- A customer plan with an independent quality gate. The plan assigns every product family to a transfer site, a partner or an exit date. A separate dispatch inspection tests finished units before release, and it runs before the first line transfers.
- Milestone-linked retention. Identify the 10 to 15 per cent of roles that the final run depends on. Tie their completion payments to verified milestones, such as a documented process handover.
Interim leadership mandate and escalation protocols
Before the executive starts, the Board defines decision rights, spending limit, reporting line, first-fortnight objectives and a handover owner. CE Interim assesses its executives against that brief, and the client appoints. CE Interim's model provides a proven, mandate-matched executive ready to start within 72 hours of the completed mandate brief. The client keeps its legal, corporate and operational responsibilities.
A CE Interim Partner verifies the executive's numbers outside the reporting line. The Partner reviews the fact base weekly and the written handover before authority passes.
Cross-border governance in European plant closures
Two lines run into the plants. The owner line runs from the majority owner to the site executive. The legal line runs through Polish law, the unions and the district labour office. A minority holder such as Whirlpool typically needs visibility, not a decision role. Capital, the closure date and any change to the customer promise stay with headquarters. Authority crosses the border at three points.
- Two clocks. A headquarters approval cycle measured in weeks meets a statutory window of days. After written notice to the unions, the Act allows 20 days to reach agreement.
- Severance terms. Headquarters approves the budget, while the terms take effect inside the union agreement.
- The closure date. Headquarters promises dates to retailers, while the Polish process fixes the earliest lawful date.
An owner from Germany, Switzerland, Austria or France will know works-council consultation. Polish law names the company trade unions as the partner, so dates agreed on the home model need re-checking before the announcement. Headquarters needs reliable weekly numbers, and the plant needs authority to decide.
Comparative analysis: CEE plant closures and timelines
Which control comes under most strain as the notice period shortens? The four cases below run from about eight months to days, and each company's figures stay separate.
Case study: Electrolux Jászberény plant closure
On 22 April 2026, Electrolux Group said it would end production at Jászberény, where about 600 employees make built-in and freestanding refrigeration products. Production is due to stop by the end of 2026. The restructuring charge is about SEK 0.6 billion, of which SEK 0.3 billion is cash. The Budapest sales office continues. Electrolux did not name a receiving plant. It will meet refrigeration demand through existing operations and external original equipment manufacturer (OEM) partners. It cites stagnant demand, price pressure and limits on cost competitiveness. In our reading, the question is who owns quality once output leaves the company's own plants.
Case study: Mondi Brzeźno plant wind-down
On 22 April 2026, Mondi Corrugated Poland announced it would close its plant in Brzeźno, near Chełm in eastern Poland. Mondi planned for 166 people to lose their jobs, with a formal closure date of 30 September 2026. Local reporting splits 162 laid-off workers into 92 production, 43 administration, 18 logistics and nine technical roles.
Mondi's first-quarter 2026 trading update counts six recently announced plant closures. The three announced in April cut headcount by 450 during 2026. Customers move to other plants in the network. At Brzeźno production has stopped, and a specialist crew is dismantling machinery, some of it bound for Germany according to one worker. In our reading, Brzeźno turns on order: customers first, machines second.
Case study: Aptiv Ineu factory closure
Aptiv told the Romanian authorities in early November 2025 that it planned to stop production at Ineu, in Arad county. The plant was the area's largest employer, and the closure affects about 900 people. By 4 December 2025, the mayor reported that production had stopped, while part of the workforce stayed to dismantle and move equipment.
Operations are moving outside the European Union, and staff receive between three and ten compensatory salaries, depending on service. The mayor said keeping the hall running was no longer profitable, and at least two investors have shown interest in the vacated halls. In our reading, Ineu turns on keeping the dismantling crew committed for a month. Those people have heard their roles end, so completion payments tied to dismantling align retention with the work.
Case study: Bosch Petrovany facility shutdown
Bosch told workers on 26 February 2024 that e-bike drive production near Prešov would wind down from March 2024. It dismissed about 200 of the roughly 400 workers at the Petrovany hall.
Bosch said e-bike demand had not grown as expected and that its main plant in Miskolc, Hungary, had enough capacity. In our judgement, Petrovany asks how much of the fact base must exist before the announcement. A notice period of days trades continuity for speed. The public record does not show whether the receiving plant could absorb the volume.
Key takeaways for factory closure controls
In our reading, the first three controls hold in all four cases. The next moves with the notice period. At eight months, the quality gate matters most. At about five months, the customer plan sets the pace. At one month, retention of the dismantling crew comes first. At days, the fact base must exist before the announcement.
Beko Europe's window of about seven months sits between Electrolux and Mondi. The first question for a Board is the number of weeks between announcement and last shift.
Frequently asked questions about plant closures
What are the legal requirements for closing a plant in Poland?
A closure of this kind normally runs as a collective redundancy under the Act of 13 March 2003. For an employer with 300 or more staff, it covers 30 or more dismissals within 30 days. The employer consults the company unions, notifies the district labour office and agrees terms within 20 days of written notice. The Act caps statutory severance at 15 times the minimum wage. The Polish Journal of Laws publishes the consolidated text.
How much safety stock should be built before a factory closure?
Measure the gap in weeks between the last qualified output at the closing plant and the first elsewhere. Multiply it by weekly retailer demand for each product family, add an agreed margin, and have the customer-plan owner sign the number.
When should interim executives be engaged during a wind-down?
Ideally before the announcement, so the fact base, retention terms and customer plan exist when people hear the news. Beko Europe's window ran about seven months, from September 2024 to April 2025. A mandate starting in month four spends its first weeks building what an earlier start would have had ready.
What environmental compliance steps follow a plant closure?
Foaming lines typically use flammable blowing agents such as cyclopentane. Establish the site's environmental condition, use certified contractors and confirm obligations with local counsel.
Súvisiace poznatky a ďalší krok
The Beko Poland plant closure shows what decides a wind-down. Authority, a reliable fact base and the retention of critical roles matter most between announcement and last shift. Without one accountable executive, a two-site closure leaves customer commitments, retention terms and union dates in conflict.
